AGAINST GRAFT
ANDORRA HAS A REVOLUTION.
London, August 4
Europe's latest revolution has occurred in the tiny Republic off Andorra, the population of which, according to the Perpignan correspondent of the News-Chronicle, became dissatisfied with alleged graft practices amongst public officials and issued an utlimatum —with a hint that it would be followed by armed force— demanding a, new Constitution, which was promptly granted. Andorra previously was under two "princes"—the French President and the Bishop of Urge), who received 5:11 Is and £5 Gs a year, respectively. These amounts have now been halved on the grounds of expense, and the Republic's affairs will be controlled by a Parliament elected on adult suffrage. Since 1278, Andorra had been under the joint suzerainty of the head of the French State and of the Spanish Bishop of Urgel. It was governed by a council of 24 members elected for four years by the heads of families in each of the six parishes. The Republic has an area of 191 square miles and a population of 5230.
