I regret that I was: unable_ to ~ • find a report of any councillor rising "-■.;. in indignant protest at such a. scan- •;■ dalous suggestion. Or is the Jbor- -'- ougfc foreman and not the Borough Council the trustee of the relief fund :■,;,'■ to which we all, employed and unemployed,' contribute ? > : By : j all means : let those 'who can provide their own tools, but to suggest that the non-possession of a pick and a shovel, or the means ' tp< procure them, should be a bar; to employment on any of our relief schemes isvnQ- t thing short of monstrous. —I am. ete., , • -. ; : HUMANUS.:'-
