FORTNIGHTLY MEETING. GENERAL BUSINESS TRANSACTED: The regular 'fortnightly meeting of the Te Awamultu. IBorough Council, held on Tube day evening, was attended te the following: Hi s Worship the May<Vr.i(M'r L. G. Armstrong), and Crs R. ife&hchie (deputy Mayor), C. G. Dowries, iW. Swain, W; Jeffery, F. H. Vile, W. J.' North and J. C. 'Montefiore. The‘'to>wp clerk (IMr /D. Bocket't) and engineer (Mr W. 'R. 'D. Mc!Cu.rdie) were in attendance. > Leave of absenoe was granlted Cr. J. W. MoCarroll. Mr J. 'Douglas alsked on what terms (he vacant library section in Palmer Street could be leased.—Decided to lease the section at a price to return 6 per cent, on the Government valuation. The Item is Ito be 'yt&ur to year. The Borough solicitors forwarded copy of the Magisjtratle’s judgment in connection with the apportionment between many local bodies of heavy traffic license tees. They computed Te Awamtuitu’s 'share at about £7O per annum, inklt'ead of £SO. The Hamilton town ctetk also, forwarded particulars of the judgment, and Stating that the Hamilton Borough Council had consented to apportion /the fees. 'He ask|dd; for information before November 10th a s to license fees collected, and also cheque for money p ayah ID into Ithe pool. The Mayor (Commented that it was & masterly judgment and he asked every Councillor to carefully peruse it:— Ordered that Itlie correspondence lie on the (table, and the clerk and engineer are to /supply to Ithe Hamilton Council the necessary data. The Minister for Railways forwarded particulars bearing on the setting up of district advisory boards 'in respect to railways a)dtminis'trajtion. The Mayor said the Board to deal Wildh' Te Awamutu would have jurisdiction over all .railway matters between Ohafcune an'd Auckland. Sub-commit-teeis in several towns wpu'ld be set up. Hie thought Ithe correspondence should be received. ■Cr. 'Montefiore: 'A woirkabl/!. scheme. The Mayor: Yes, it seems so. • Cr. Downes: 'There will be a few more boards. 'One or two more, would make.no differencial. There seem tio be boards .nowadiays for everything. The lease of a small section in Alexandra -Street, adjoining Clark and McMillan’s business premises, to Mr S. Clark, on d-erLatin stipulated terms, was approved on the recommendation of (he Works- Committee. The term is for twelve months dr during the Counci I’s .pleasure at 5-a per annum. The gingiPeer reported- Ithajt. 'there are 50 'barrels of bitumen in s'to-ck ready for the streets improvement work to 'be pult in band during the summer monjths. 'On the recommendation of the 1 engineer, it w*a.s decided to- invite ratepayers on the streets that are to be (aid dbw.n permanently, this season itio make their arlrangemenjts quickly in regard tio seweragei service so that the work can be done before (the permanent street surfacing is proceeded with. Cr. 'Downes said he presumed the Works Couimittet? would b'e .going ahead with Ithe streets loan .scheme slhoijtly. They had already decided to do Multu Street first. Be asked till at the Committ'qai review its original estimates to see that there is money available for channelling and making certain of Itho principal footpaths. There was only a certain amount of the loan money available, and; no footpaths had yet been dona. It may be that there would not be enojugh money to do the whiole of the work originally intended. If tba|t could not be dope, he thought it would be desirable to restrict the road Work so as to have mbon'ey available for footpaths in some quarters. It may be that the footpaths would not be as necessary as roads in some pl'acisis, bu|t just which should have preference could be considered by the Works 'Commititee. 'He could not see

how all the work originally scheduled ooul'd now 'be done. Circumstanclsis had changed,’, and thus it was opportune to sugg'est review kyf 'tlhe estimates. He wanted to see the money spen/t tio, give the greatest amount of good to the greatest number. ' 'bjr. Montefiore: Have you no confulehete, in the Works 'Committee? Cr'. 'Downes: 1 have every confidence.'

sr. WoGechie said 'Cr. iDownes’ suggkjsitlibn 'was quite a reasonable one. He t hought ‘the position might be more closely investigated. Personally he favoured carrying out as far as possible the reading scheme, but ft was reasonable to provide .for footpaths in dome cases. Ftor instance, thelre would be no need for a footpath in Teasdale StVeMt 'beyon'di, .say, )the school, for there would 'be a sealed road. Again, in Pakura Street tblsire miay be no need for a foot-path. if a sealed' road is proas:intended. He 'would 'be glad to hear gugge^tiiions, Cr. Montefiore 'said Cr. Downes’ remarks were’ prematurfe;. The Works Committee would do the Very best possible with. Ithe money available. If it was desirable to alter them -slighltly, full, -consideration would) he givg'n to the -.maijter. Cr. . Downes, replying, said that sti-teets!/(roadways) should have preference. Though mot an alarmist, he was frightened that alter allowing for the sum Ito- be, paid the Waipa County Council, there would not he enough money available Ito complete the whole scheme. His comment w'a.g no't premature. To leave any fisdnarks until after the 'work is done ’would he foolish. The Council! must consider the position of 'children and womenfolk being forced to use the roadways, ■ where motor traffic. was, likja'ly to cause, accidents—-especially at night time. He had not gone cafiefully<into figures,;, but he thought' the Work's 'Committee, «. should apportion \a. certain amount for ■■ • the necessary footpaths, and, then apply the remeiindfir 'of the available; money to roadways.-: V !;■■■• -o Cr; Montefiore did not want the Works Committee ordered to do certain things: The Ccmmftl'he was fully competent’to do the right thing. Cr. Downes moved that it he an instruction to the Works Committee to review the estimates, eis. indicated by him, in respect to providing for necessary footpaths. Cr. Jeffery seconded, saving he was

•fully in accord with Cr. Downes' views. ... The mojfiion was carried unanimously, and Ct- 'McCedhie said he would arrange f#r a .special! meeting of the Com milt tee, ~-j; , , The Hire Brigade asked for the. lq>an 'of a motor trjic.k to collect rubbishnext Saturday for a bonfire on November sth.—Granted. iFive applications wens received for tlhe position of balthis cardtaker. It was s-tated It'bajt the successful applicant would be able to teach swimming, and thus augment his salary. The appointment was referred to the General Commilttee with power to ’make an appointmetalt.
