The idea that it is disadvantageous to a country to receiv e foreign triibute is merely hallucination of frele- Itrade theorists. It is true than an enormous tribute which ceases as suddenly as it began—like the,iPench indemnity of IS7l—may toe very disadvantageous to the creditor country because of the Industrial dislocation and depression which it may cause. But a steady tribute from outside 'is one of the most desirable of notional assets. Eventually America may be receivling on account of war debts something like a hundred million pounds a year.
