That the Otorolianga County Council, being unable to provide the necessary funds for such works out of ordinary revenue it is proposed to borrow a sum of Fourteen Hundred Pounds (£1400). That the proposed security for repayment of such loan shall be a special rate of seven-eighths of a penny in the pound on the unimproved value of all rateable property in the Ngahape 'Special Rating Area. That tlfe Otorolianga County Council proposes to make such loan repayable in 365 years, and proposes to make provision for the payment of a sinking fund of not less than One Pound (£1) per centum per annum.
