SOVIET AND SOCIALISM. (Electric Telegraph.—Copyright). (Received This Day, 8.40 a.m.) BERLIN, October 15. Uproarious scenes occurred at the Independent Socialist Congress at Halle, during an address by M. Zingvieff, the Soviet Government’s emissary, who announced that the Soviet was prepared to negotiate with German comrades and was able and willing financially to support the German proletariat. M. Zingvieff predicted it would require a generation to ac.'omplish universal communism, which would entail the mobilisation of the Asiatic nations, who must be freed from religious tradition, after which a Holy IVnr would be waged on capitalism. After a five-hour speecli by M. Zingvieff the Moderates seceded from the Extremists. Herr Hilferding, replying, taunted M. Zingvieff with a Russian alliance with Enver Pasha. He thought M. Zingvieff might have spoken more clearly about terrorism.—(Reuter). The Congress, by 247 to 156, resolved to join the Third International. The Moderates seceded.—(A. & N.Z.)
