To-morrow the electors will bo called upon to elect a council and to deoide whether tho proposal to borrow £2500 to duplicate the pumping plant shall be given effect to. It is gratifying to find so many townsmen offering their services, for suoh action betokens an interest in municipal matters that augurs well for tho borough. Tho retiring oounoillors desorve well at tho hands of tho ratepayers, for thoy have given support to many important schemes for tho progress and advancement of tho borough. Those of tho old council who aro offering themselves for re-election should bo returned, if length of service and devotion to duty count for anything. Tho new candidates are all woll known and rospeoted citizens who are anxious to see tho town advanoe. There is no burning question of tho hour to bo dooided, and Uie return of each will depend upon the personal popularity of the candidate. As some confusion still exists in the minds of many regarding tho method of voting, wo might state that if a voter draws a lino through tho names of the candidates for whom he does not wish to vote, the ballot paper is in order. The ballot paper thus marked is just as. valid as the ono on whioh a cross is placed opposite the names of the candidates for whom the elector wishes to vote. The number to bo oleotod is oight. The question of duplicating tho pumping plant is of vital interest, not only to every householder, but to every resident in the borough. Those who are best qualified to express an opinion on the matter are the rotiring councillors, who are intimately acquainted with what the present plant can do and what is needed for future requirements. Thoy have unanimously expressed tho opinion that further power is a necessity if tho health of our residents is to be taken into consideration. This opinion is fortified by tho engineer who designed and supervised the present works. On sanitary grounds alone tho duplication of the plant is essential, for in the near futuro a considerable extra quantity of water will bo required for hushing purposes. It is quite true, as many assert, that wo are not likoly to experience such a dry season as tho present one for many years, but no ono can predict with certainty, and it is better to be sure than sorry. What tho town would have been without the water supply during tho past few months wo leave our readers to conjecture. What it will be without a duplication of tho pumping plant when most of tho residences are connected with the flushing system was told in an interview with tho Mayor, which appeared in our last issue. Tho ratepayers should also bear this point in view. If the poll is rejected, two systems will prevail in the town, the pan and the water, which will conduce neither to economy nor efficiency. Those who wish to have an ample water supply for all purposes should have no hesitation in voting for the proposal, especially as it will ultimately be the most economical scheme that has been suggested. The interest and sinking fund on the proposed loan will amount to £l2l per annum, and a rate of ono farthing in the £, on the unimproved value, is sufficient to provide interest and sinking fund. When so many benefits can be derived from such a scheme, at so moderate a cost, wo feel certain that tho ratepayers will carry the proposal by a substantial majority.
