The Boer War.
Insufficent Troops. The Strength of the Enemy. Ordered to the Cape. (By Eleotrio Telegraph—Copyright.) (United Press Association.) LONDON, November 18. The Times' Vienna correspondent states that unprejudiced foreigners, returned from South Africa, attribute the duration of the war to insufficient mounted troops. Twenty per cent were engaged in array attendance duties. The enemies’ estimated strength in September tfas 12,000, and an equal number in reserve in the mountain fastnesses. The Boer interest was not to move in large bodies. The correspondent adds that the Boers ought to be permanently eXoluded from the goldmine territory. They would be powerless if deprived of gold. The 21st Lancers have been ordered to the Cape.
De Wet.
(Received 10.13 a.m. LONDON, Nov. 18. Brussels advices state that De Wet has collected 6000 men, including 1500 Afrikanders, and commences a vigorous offensive campaign in the north of the Orange colony.
