Waipawa County Council.

The Waipawa County Council met yssterday. Present Messrs Sydney Johnston (chairman), A. McCormack, H. H. Bridge, J. Holden, P. Gow, J. Lyell, A. E. Jail, O. Ericksen, and C. Baines. SPECIAL MEETING. A special meeting was held at 10.30 a.m., to make special order to levy special rate, Tiratu loan.—Order made. ORDINARY MEETING. CORRESPONDENCE. The following correspondence was dealt with From J. J. Buchanan, Tikokino, pointing out that the road from F. Morrison’s to Buchanan’s cutting required forming.—To be considered when new works were authorised. From Hirst, Turfrey and others, asking that the schedule of new works shall includo the formation of the road between Thompson’s boundary and the turn oft’ to Shaw and Hirst’s properties. —Consideration deferred.

From clerk, Waipukurau Road Board, asking for the cheque for the Council’s usual grant of £l5O towards the interest on the Waipukurau bridge loan.— Granted. Mr Jull thought the Road Board should take advantage of the reduced rate of interest and apply for a loan for a longer period. Mr Gow said the Board would probably adopt the course suggested. From Edgecombe, Thomson, Ellison, and others, South Makaretu, asking for more metal on the South Makaretu road.—Postponed. From Inglis Bros., asking Council to give effect to their resolution of July 20th, 1896, re paying for land taken for road purposes through Block 147. — Steps to be taken to obtain the necessary conveyance. When completed the money to be paid. From T. Butler, withrawing his tenders for Ahiweka road contracts except Contract C, which adjoins the one he has on hand now.—Agreed to. Fresh tenders to be called for two contracts.

From Bartholomew Bros, asking permission. to lay tramway 5 or 6 chains alongside of road through Matamau township &e.—Request granted, subject to the usual conditions.

From M. Beck, re resolution passed at last meeting concerning himself and the Overseer.—Received.

From C. Smith, Norsewood, asking to be paid 8s a day for the time he has been performing the regular surfaceman’s duties.—Request granted. From James Liddle, asking that a track bo formed to the copper mine at Maharahara.—Money received for licensing fees to be expended on the track. From C. Baddley, covering cheque for £IOO, re road deviation.—Received. Deviation to be proceeded with. From G. Cook, Ashley Clinton, asking for some metal for Cook’s road.—Consideration deferred.

From Cowper and Knight, asking for a small bridge over the Makotuku stream.—Consideration postponed. From W. F. Greenaway, applying for permission to lay tram lino along road from mill at Mangatera to Railway station.—Granted on the usual conditions. From Danovirke school committee, asking council to repair foot bridge on Wright’s road over Mangatera stream.— Work authorised. From H. R. John, calling attention to the dangerous tram line crossing on Wright’s road.—Owner of tram lino to bo notified that the work must bo done. From M. Tansey, asking that the road from Tahoraite to saw mill be metalled.— Consideration postponed. From Baker and Tabutoau agreeing to council’s condition re riding plans.— Received. From Treasury notifying that the Waikopiro Loan of £9OO is now available.—Application to be made for the amount of loan. From Colonial Secretary’s Office asking for copy of agreement between the Patangata and Waipawa County Councils re amendment of county boundary. —Received. From District Engineer New Zealand railways, forwarding tracing of a road deviation at Oringi and proposing to hand the road over to council.—Council would take over after road had been formed and metalled. From Jno. Hobin, re river protection. —Council to inspoct the river from Stockade to Tikokino, before next meoting. From the Victoria College organising committee, Wellington, covering petition re Mount Cook site.—Received.

From Maharahara settlers, asking for completion of road from Gammon and Co’s mill to boundary of the Maharahara district, also for repairs on Sturdy’s

road.—Narrow portions to be repaired. From Chief Surveyor, Napier, covering tracing showing three miles and 42 chains of dray road in the Ruahine Settlement, and handing the road over to the Council.—Received.

From Clerk Waipawa Road Board, asking Council to remove a hill in the centre of the Napier main road.—Road Board to be informed that Council would attend to their part of the work, the Board to attend to the footpath. From Knight Bros., Danevirke, asking that the road from Gam man’s mill to Maharahara be formed and metalled.— Postponed. From W. F. Knight, asking permission to lay a tram line on the OringiKumeroa road.—Permission granted on the usual conditions. From J. J. Connor, asking that the contract let for work on his road be proceeded with.—Cowen’s contract, No. 166. to be revoked. The overseer to revise specifications and call for fresh tenders for the unmetalled portion, omitting the reduction of the grade. From Bargh and Wilson, advising that public works plans and tracings, closing old roads and taking new one through section 31, and lot 2, of section 30, Umutaoroa block, are in the hands of the Chief Surveyor.—Received. From J. G. Wilson, advising that plan of dosing old road and taking new from H. H. Bridge’s to Waipukurau Gorge, and forwarding account for work done. —Plans 148 and 149 approved of. Account "to be paid when plans are approved of by Chief Surveyor. From Factory Inspector, Danevirke, forwarding application from the Tepapakuku Co-operative Dairy Company, to register the premises as a factory.—Received.

SLAUGHTERHOUSE REPORTS. The slaughterhouse inspectors’ reported that the yards were in good order and fees paid. overseers’ reports. Sir,— I have the honour to report as follows on the different Ridings:— Waipawa Riding.— The watertables on the Tamumu, Patangata and Hampden roads have been cleaned out. A small bridge on the Tamumu road has been redecked, the old decking being much worn and unsafe for traffic. The road approach on the Patangata road has been formed and metalled as instructed. The approach to Makororo bridge on Waipawa side is not completed. The contractor is progressing very slowly with the work. The slips on the Ruataniwha road are now being removed.

Waipukurau Riding. —A culvert has been inserted on the Waipawa-Waipukurau road, the old one having fallen in, causing a portion of the road to be washed away. The watertables at the Gorge have been attended to during the month. The formation and metalling contract on this road is not started. It will take the contractor about two weeks to complete his contract at the Makororo bridge. Ruataniwha Riding. —The metal on the Onga-Wakarara road is now being raked in. The watertable contractor for this district has notified me that he will not execute any more work on the contract. The work has not been carried out in accordance with the specification. The formation contract on Fletcher’s road, Wakarara, has not been gone on with. The large stones on the Waipawa river bed leading to Stokes’ have been cleared off. The approach to Makororo bridge on Wakarara side will be completed during the month. Makaretu Merged. —The watertables on Dickinson’s and Sherwood-AshleyClinton roads have been cleaned out during the month. Several slips have come down on the various roads in this locality, and have been attended to by the surfaceman. A new gate has been made and hung on entrance to Larsen’s quarry opposite the Lutherau church, Makaretu. ,

Norsewood Riding. —The South Makaretu road leading to Norsewood township has been patched with metal and the watertables cleaned out. The culvert contract on this road is completed, but I have not seen the work, as I was not notified until yesterday of its completion. Some large slips came down on the Mangatewai hill during the month, and have since been attended to.

Ormondville Riding. —The watertable in the main street Ormondville township has been cleaned out, also the tables on the Orinondville-Norsewood road. P. Magnussen will complete his formation contract on Buckland’s road this week. T. Butler is proceeding with his formation contract on the Ahiweka road, Waikopiro, and Louden and Co. will complete their contract on this road next week The surfaceman for this riding is still very ill and unfit to go to work. I have put a man on in his place. Danevirke Riding. —The formation of Tam aki East road, Umutaoroa, will be completed this week. The formation of Victoria Avenue road, is not quite completed, the road being very wet aud not fit to work on. The formation of Tahoraite mill road will be finished in a few days. A few loads of metal have been put on the approaches to the bridges along the main road. I have written on two occasions to the contractor to proceed with his watertable contract on the Danevirke Weber road, but he has not taken any notice of it. The work should have been done last month.

Woodville Riding. —The fencing contract on Harding’s road deviation is not completed. It will take at least another week, weather permitting, before the work is finished. Willows have been planted at the Bluff on this road to protect the filling. It will require about four chains of cattle fence to make them secure. The formation on Healey’s road, Maharahara, is in progress. Judgment was given yesterday in the cases heard against persons committing a breach of the heavy traffic by-law. The Magistrate considered that the council had not complied with the necessary formalities when drafting the by-law, which Ivas therefore invalid.—l have etc. M. Murray. County Road Overseer.

Sir, —T have the honor to submit for your, consideration the following report, viz.— Wood villa Riding. —l have, as instructed examined the bridge across the Manawatu river, on Harding’s-Kumeroa road, and with the exception of eight maire blocks which are decayed, and the camber a little below its former height is all that I see wrong with the bridge. I am of opinion that iron bark is much better and lasts longer than maire for straining blocks. 1 would recommend obtaining a small supply for this and other bridges, as it is difficult to obtain hardwood of any description just when it is wanted. Danovirke Riding. —l employed a man for a few days to prospect for metal on the Danevirke-Weber road at Sugar Loaf Hill, opposite Toi Toi Hat and he reports being able to obtain .a 20-feet high face of stone. This will therefore cheapen the completion of this road considerably. There is a distance of 125 chains to complete, which can now be done for £750, or £6 per chain. It will also lessen the cost of maintenance metal asked for in schedule of works. This road is in a bad state from clay whare to Toi Toi flat, being cut into deep holes at short intervals, and the unmetallcd portion is simply impassable for vehicles. A portion of East Tamaki road, Umutoaroa, has been carried away for its full width, and 1 don’t see any probability of keeping this road open except at a heavy expense. I would recommend a deviation of this road to the boundary between sections No 1 and 18. It would there cross the Tamaki river on a permanent channel whereas there are two branches of this river to cross on the present road, with low banks subject to overflows at each fresh. The deviation would be about 40 chains long and would cost about £6O to form it. The present road has not yet been formed. The deviation would go through the same section as the present road, and I don’t

think Mr Barry, the owner, would object. Ormondville Riding. —A start has been made with the erection of Makotuku bridge. The lower tier of piles in one of the piers have been driven. The other pier has been excavated to near water level and is solid blue papa so hard that I am certain piles cannot be driven, but the foundation is a perfectly sound one. Traffic will have to be stopfied during the beginning of the week. A temporary bridle track is being made for horsemen. With respect to the two roads leading in to Buckland’s road, I think it is a question the settlers should decide. However, I consider the road leading in by Bengtson’ii would be the most direct, and shortest, being a distance of 60 chains from the main road on top of ridge. There are 25 chains authorised, leaving 35 chains to deal with, which to stump clear and form will cost £6l or 35s per chain. The pther route from Ormondviile, is about If miles long to the same point, about 50 chains of which have been formed, leaving about ninety chains of a balance to stump clear and form ; estimated cost £l2l 10tf or 27s per chain. I referred you last meeting to the necessity for a deviation by Bengtson’s route. A practical grade cannot be obtained without it.

Ruataniwha Riding. —There are some overhanging trees standing on the top of batter at Tukipo cutting, on the Ashley Clinton-Blackburn road, which should be felled, as they are getting rotten and therefore dangerous. Re the proposed cross-country road from Ashley Clinton via South Makaretu, to Norsewood. 1 have explored four different routes which I have located as accurately as possible as to distances and cost, but I would point out that by none of the routes could a dray road be made, except at a great cost. Non. 4, 3 and 2 routes start from Ashley Clinton main road and terminate at Paget’s, South Makaretu. No. 4 route of six miles 3o chains, between the last named points, runs from Ashley Clinton to Miles’ road! thence through Morton’s and Durham’s section to where it joins the Manga-te-wai road near Durham’s. Following along that road past McKay’s and Black’s sections, thence over the Manga-te-wai river, through the Education reserve to Paget’s! and to make a track fit for stock driving will cost £220. There is a mile of a bridle track formed, and with exception of 90 chains, the whole distance is a surveyed road. This road will also be the most centrally situated and provide the best facilities for children going to and from school. No 3 route, a distance of 6 miles 3d chains past Miles’ and through Jensen's to the Tangrewai river, over that river through section No 1, across Balsillie’s road, thence following road line through Tufversen’s aud Neilsen’s to the Mangatiwai river across that river flowing through sections Nos 2,3, 4, & 6, to the Education reserve, thence to South Makaretu road at schoolhouse, and from there along the main road to Paget’s. There are 3J miles of this road which run through private property, cost of making it into a driving road will be about £2lO. No 2 route starts at the Ashley Clinton road below the store, from there past Ireland’s to the Tangrewai river at Wilson’s, following the road leading to Boyle's, striking acrosi Boyle’s paddock to the left of house to the Mangetiwai river, from the river through Mrs Ferguson’s section to the back corner of Thompson’s section following along the side of that section to South Makaretu road at Thompson’s house, following along the road to Paget’s. There are 180 chains of this route which run through private properties. This is an easy road to make fit for stock driving, cost £95. No 1 route from the same starting point follows the road towards Takapau to Price's plantation, from there across the paddocks to where it joins what was known as the great south road near the Mangetiwai river, across that river following the same road to its junctian with South Makaretu road, from there to Makaretu river across that river to the main Napier road at the old Railway Hotel. The distance from AshleyClinton by this route to the junction with South Makaretu road is 5 miles 10 chains. There are 3 miles 8 chains through private property, cost of making a cattle track £GS, but it appears to me that the principal object in asking for a road across this coun* try was to obtain a direct one. One that would centralise the greatest number of interests, and I believe No. 4 route is the best located one for that purpose, and with the exception of about 50 chains is well graded and fit for dray traffic. By any of the other routes the cost of surveying, acquiring interests and fencing would amount to as much as w mid form No 4 into a dray road. The different routes are all shown on tracing, in red pencil lines.—l have, etc. A Gilmour, County Road Overseer. RECOMMENDATIONS.

Waipawa Riding.—The contractor for the approach to the Makororo bridge to be notified that unless greater progress be made the contract will be determined. Waipukurau Riding.— Contractor to be notified that he must proceed with his work in the Gorge by the 15th inst. Ruataniwha Riding.—Watertable contractor to be informed that his contract has been determined and no further payments to be made to him. Cowen’s contract on Fletcher’s road, Wakarara, to be determined and fresh tenders called. Makaretu Merged.—No recommendation. Norsewood Riding.—No recommendation. Ormondville Riding.—No recommendation. Danevirke Riding.—Watertable contractor to be informed that his contract is determined. Woodville Riding.—Fencing recommended to be done. Tenders to be called for metalling Harding’s deviation. One hundred feet of hard wood to be purchased for straining blocks. Danevirke Riding.—Mr Barry to be asked if he would allow deviation and take old road. The Council to do fencing. Ormondville Riding.—Mr Bengtson to be asked on what terms the deviation through his land could be made. If the reply is favourable tenders to be called for the work. Makotuku bridge to be started. A wire to be stretched across the river to enable milk suppliers to get their cans across. Ruataniwha Riding. Overhanging troes at Tukipo cutting to be felled. Consideration of the proposed MakaretuAshley Clinton road was deferred. miscellaneous. Consideration of Mr Bridge’s notices of motion were deferred until next meeting. It was resolved that in all specifications a proviso be inserted that unless contracts are started within 15 days full penalties will be exacted. Mr Scott’s contract as dog tax collector in the Woodville district was terminated, and Mr McCormack was empowered to arrange for someone to complete the duties. Danevirke-Weber Road. yards limestone wanted to make road lit for traffic between Limestone Hill and the end of metal at Toitoi Flat; 300 cubic yards river shingle wanted between the hoarding house and near Limestone Hill, for patching purposes only; 600 yards river sb ngle required from the far end of Boundary Flat to the foot of cutting at Kaitoki na. This is the least that can be done witn to deal with the worn places only. Total cost £547. Woodville Riding.—lt will require 1800 cubic yards to make good the worn-out parts of main road from Matahiwi to the Manawatu River, on Palmerston Road, ; 700 cubic yards wanted for the upper end of Pinfold Road, 700 cubic yards for Harding’s-Kumeroa Road; 300 cubic yards for Masterton Road, Woodville ; widening 11 chains in six sections of the Matahiwi, most necessary work, 510 cubic yards. Total cost £332 15s 9d. Maharahara Merged District.—Bso cubic yards metal wanted on lleretaunga No. 3 road, from main road past the school round Murray’s corner to Lambert’s; Ross’s road, Maharahara, 300 yards ; 600 yards metal required on Sturdy’s road, from main road at Oringi to Burnett’s ; Freeland’s road from Factory to Clausen’s will require 600 yards ; Factory road, from school to factory, will want 200 yards ; 250 yards Wanted on Manga-atua Valley road from. Bradley’s to foot of Lambert’s cutting ’

250 cubic yards asked for by Kearney at last meeting for Kearney’s road. Total cost £277 18s 4d.

The expenditure on the DanevirkeWeber road to be withheld until the amount of the Government subsidy be ascertained. It was made an instruction to the overseer that the amounts in the schedule should not be exceeded without the sanction of the Counoil. TENDERS.
