Waipawa Town Board.

The Board met last night. Present:— Messrs Jull (chair), Bibby, Collett, McDougall and McGreevy. Correspondence was read from the Police Department with reference to the Board’s request that the police should institute proceedings for breaches of the Board’s by-laws, and stating that instructions to that effect had been forwarded to the Waipawa police in July last.—Received.

Mr E. H. Lee on behalf of Yee Hop wrote asking for a refund of 16s 6d excessive charges made by the nightsoil contractor. —In reply to the Chairman, the Clerk said that no communication had been received from the contractor, on the subject. The Chairman expressed the opinion that occupants have their remedy against the contractor for overcharges. Mr Collett was of opinion that it was the duty of the Town Board to move in the matter. —The other members dissented from this view.—Mr McDougall moved that the Chairman interview the contractor on the subject; seconded by Mr Collett and carried.

The Secretary to the Treasury Department wrote requesting payment of £7 10s interest due on loan.

Leave of absence was granted to the Clerk, Mr Ben B. Johnson.

The Chairman said the rate for the do<* tax for the current year had not yet been fixed.—Moved by Mr McGreevy, seconded by Mr McDougall, That the dog-tax be 5s and shepherds’ dogs 2s 6d.—Carried. ’ Tenders for dog-collars were theD opened P. Cosgrove 8d each, W. Wiseman 7d each.—Mr Wiseman’s tender being the lowest, was accepted. lhe 'Valuation Roll for the year was laid on the table.

The Chairman referred to a resolution passed in August last, authorising certain work in the Bush. That had not yet been attended to, and he now suggested that authority should be given to call for tenders for the same. If the surface-man had to attend to the work in the Bush as originally intended, the ordinary road work would be left behind, and in any case axtra labor would have to be

employed. It would be cheaper to have it done hy contract. —Mr Bibby moved that tenders be called for the formation of roads in the Bush authorised in August last. Seconded by Mr MGreevy and carried.

The Chairman said he considered the time bad arrived for considering some better method of preserving their footpaths, and thought that tarring would prove the best and most economical. He iittd spoken to the Napier Overseer, Mr Black, on the subject, aod that gentleman was decidedly of the same opinion. The first coat in Napier cost per square yard ; but of course would be more here. With reference to crossings, Mr Black suggested a mixture of tar and shingle, which answered admirably. Mr M‘Greevy moved that the Works Committee be authorised to tar the footpath from Moroney’s corner to Brinson’s crossing, as an experiment. Seconded by Mr Bibby and carried. Mr Collett drew attention to the state of the footpath from the school up to the Presbyterian Church. The water-table io Waverley-street was also in a bad state. He moved that tenders be called for forming the footpaths from the Masonic Hall to Waverley-street.—Carried. The Works Committee were authorised to see to the drain leading from the school ground, which required attention. Mr W. C. Smith wrote, enclosing a letter and tracing re the proposed Recreation Ground, from the Crown Lands Department. The letter was to the effect that Dr Todd had made certain improvements on the river bed under the impression that the boundary of bis land followed the river. Under these circumstances the Minister suggested that Dr Todd was entitled to compensation. Would the Board be willing to pay such a claim, especially when taking into consideration the fact that the Board would have to effect 'some such improvements?—The Chairman suggested dealing with the letter in Committee, which was agreed to. Mr Bibby said a resolution had been passed some time ago to fill in the boles at the town side of the river crossing, which had not yet been done.—The surface man stated it had been doue previous to the last fresh.

Mr Bibby also drew attention to gravel being taken from the river opposite Bibbystreet. The river was gradually making that way, and the practice of taking gravel indiscriminately should be stopped. —The surface-man was iustructed to see to thejnatter, and point out places where Bhiugle may be takeo.

It was decided that the Chairman pay the Rose-street contractor the balance duo on completion of his contract, subject to the work being passed by Mr Turley. The Chairman stated the Bank account showed £6B 2s 8d to credit.

The Board then went into Committee, and finally adjourned the meeting to’ Wednesday next, the members of the Board meantime to inspect improvements referred to iu the letter from the Crown Lands Department.
