POST AND TELEGRAPH IMPORTANT APPOINTMEXTK (By Telegraph —Press Association.) WELLINGTON, June 10. Important changes in administrative ollices in the Post and Telegraph Department were announced by the Post-master-General. Hon. J. (!. Coates, to-, day. Mr R. 13. Morris, secretary of the department, wlio had made application to he allowed to retire on superannuation front. July ! next, is deferring his retirement for one month til the request of the Government, and will cease duty on Julv 31. Mr A. T. Markmnn, first assistant-secretary, has been appointed secretary to the department in succession to Mr Morris.

Mr Morris, who lias had a lengthy period of service extending over 48 vears, joined the service as a Cadet at Tim am in 187 b. Considerable discussion took place at a meeting of the Borough Council when the estimates for the year were brought down. The whole, ot the Works Committee's estimates were reduced by half, ami it was decided by four votes to three to place before the ratepayers immediately a comprehensive rending scheme for the whole borough, costing approximately £40.000. The Minister of Customs stated yesterday lie recommended that an alteration in the tea duties should take place, as requested by most of the merchants. As soon as the resolution passes the House on the presentation of the Budget. subject to the concurrence of Parliament-, the duties on tea will be: Tea in bulk, British origin, free: foreign tea, in bulk, 2d per lb: packet tea, British, 2d; packet tea, foreign, 4d; primage, one per cent, as usual, in each case. These charges represent a reduction of about 3d per pound.
