Referring to the probable introduction of penny postage in New Zealand, as foreshadowed by the PostmasterGeneral, the Spectator congratulates Mr Massey on Isis intention to reintroduce the penny charge. The Spectator says this is not the first occasion on which New Zealand has given a lead to the Empire, and the coining redaction is proof of Ihe Dominion 's financial soundness. The Betting Tax Committee witneseef in one of the committee rooms of the House of Commons a demonstration of the totalisator in use on Australian race courses. The Government's reply on tlie British question will be sent before this-week-end. It is understood the Belgian view is that cessation of German passive resistance must be marked by the withdrawal of orders forbidding official employers and workers to work under Franco-Belgian control. If this is done Ruhr regime will revert to what it was at the beginning, namely, control of industries conducted by engineers, under whatever military protection is necessary. Modifications would lm made at the same time in the present customs regime.
