The Government declares there is a wide field for private charity. THE CZAR AND REFORMS. St. Petersburg, January 14. The Czar, in a rescript, claims that M. Stolypin’s energetic action has effected a distinct improvement in public order, despite the foolhardy crimes of revolutionaries, which are designed to throw the Government into confusion. The Czar claims the credit of instituting numerous reforms before the Duma assembled.
