ENGLAND'S REST LEAVING. London, February 16. Mr Jesse Collings, Unionist M.P. for Bordesley, Birmingham, founder and president of the Rural Labourers' League, has just published a book on "Colonisation of Rural Britain." It asserts that next to the influence of Socialism emigration is the chief factor in changing face of rural England.

He protests against emigration agents luring the soundest and fittest and leaving' the unfit. Plenty of land is available in England to create rural colonies, on an occupying ownership basis.

An additional remedy lies in improving the practical education of labourers.
