The Dreyfus Case.
M. MILLERAND’S EXPLANATION. REJECTED BY THE CABINET. Paris, January 14. M. Millerand, in a letter to the Cabinet, said the reinstatement of Col du Paty do Clam was the fulfilment of a promise by M. Messimy, his predecessor. His action had assumed an unwarranted political character and he therefore tendered his resignation. The Cabinet regretted that the explanation was not acceptable to Parliament. M. Besnard, Under-Secratary for Finance, will succeed General I.e Brum Some journals regard the incidmt as pari of an intrigue to jeopardise M. Poincaire’a prospects for the Presidency.
