Hamilton Borough Council

The above met last evening. Present— His Worship the Mayor, Mr J. A. Young, in the chair, and Crs. Atkin, Bettley, Fow, Gillies, and Roche. Leave of absence was granted Crs. Barton and Northcroft. SPECIAL MEETING. A special statutory meeting was first held to adopt the balance-sheet, which has been “held up” in Wellington for some time past. It had been returnd with several “tags” attached, which the Mayor explained were merely matters of bookkeeping.

The document was formally received, and the Mayor was authorised to sign and seal the same and to have it printed. ORDINARY MEETING. The Washing-up Bill. Mr Greenslade, M.P., notified that the clause in the “Washing-up Bill” authorising the council to divert loan money, as already explained in these columns, had been passed without alteration. It was decided to thank Mr Greenslade for his services in this connection, and also to enter on the minutes the council’s appreciation of Sir Joseph Ward’s action in the matter. Claudelands Streets. The clerk to the Kirikiriroa Road Board wrote that the board would use its beat endeavours to carry out the borough’s wishes in regard to accepting dedication of new roads.— Received. Mr S. B. Sims forwarded plan of a proposed new street through section 1 of lot B, Claudelands, for Mr Hardley, and asked the council what further work, if any, would require to be done before dedication. Referred to the legal and finance committee to report. The Mayor stated that he was communicating with the solicitor to the Municipal Association upon several legal points which had arisen in connection with the proposed merging of Claudelands in the borough. Horse Bazaar. The New Zealand Loan and Mercantile Agency Co., Ltd., complained that they had been put to a great (ieal of inconvenience at the horse

bazaar, owing to a quantity of machinery being stored there, and also by the tying up rope extending for only a short distance. They also complained that they were deprived of the use of the telephone, while the gate of the saleyards paddock was insecure for horses. In connection with the above, the town clerk reported that a workman was engaged to make the necessary repairs to the saleyards and paddock, while each auctioneering company using the bazaar was provided with a key to the telephone room, which was kept locked to prevent the instrument being used by unauthorised p ersene. Regarding the space, the building was arranged in manner similar to that for the sales of the other companies.

One or two councillors having endorsed the complaints made, the matter was referred to the works committee for a report. Water Supply. Mr Daniells wrote suggesting that the water mains should be extended along Seddon street to the Frankton town district boundary for the purpose of supplying certain ratepayers ot the latter district with water per meter. In any case, he asked that Mrs Henderson be allowed to connect with the supply by a lin pipe, and to receive water at the same rate as consumers outside the borough boundary. It was decided to supply Mrs Henderson with water on the terms specified, and the question of undertaking the larger work was referred to the works committtee for a report. Reports. The Legal and Finance Committee recommended:—Re building areas, that the letter from the District Health Officer be filed for reference at a future time; that the borough solicitor be instructed to re-enter on section 455, west; that the time has arrived when no stock should be allowed to wander or graze on any borough streets; that applications be invited for the position of dog registrar, on a basis of a 20 per cent, commission on all fees received, and of poundkeeper and ranger (to work in with position of dog registrar) on a basis of all impounding fees being retained by the poundkeeper. —The report was received, and the recommendations approved.

The works committee recommended that £IOO worth of work be done by the borough workmen on Bridge street West, working as nearly as possible to the plan submitted by the engineer.and that at present the footpath be on the south side only. The committee reported that Mr A. J. Smith’s application to make some alterations in wood to his building situated in the iron area, had been granted..—The rep art was adopted. The town hail committee recommended that the Orchestral Society and Mr Gillespie be informed that when the dates of the show are known their applications will he considered: that “fire escape” be painted on plates and placed near doors, and that the doors have the necessary repairs attended to: that the committee has no recommendations to make re the use of water from fire stands, but

asks the council to give it power to report on matters generally pertaining to the hall, with a view to having some improvements made. — Adopted. Finance. The treasurer submitted the following statement;Received since last statement: — General rates, £73 15s 9d; water rates, £8 3s lid; streets and bridge loan rates. £-15 2s sd; 10 per cent, penalty, 8s 2d; water by meter, £27 3s 6d; sanitary fees, £23 la (id U. Carting, one tender—Mr Alex. 1 lines (accepted). Dog collars, one tender—Mr Hindman (accepted).

Miscellaneous. The vestry of St. Peter’s Church approached the council re an exchange of land. It was pointed out that in view of the contemplated erection o, a new church in either stone or brick the present site was too small and they asked that an adjoining borough section should be given in exchange for some land held by the church elsewhere. —After a little discussion the matter was referred to the legal and finance committee for a report. It was decided to clean out the Milton street drain. The dog tax for 1911 was fixed at 10s per dog.

The clerk was instructed to write 1 thanking the Philharmonic Society for an invitation to the concert. DOM-UN BOARD. The council then sat as a Domain Board. The Cambridge Domain Board wrote asking the board’s acceptance of three black swans for the Hamilton Lake. —Accented with thanks. Messrs Jenkins and Mclntyre wrote confirming their guarantee in connection with the cycle track in Steele Park. A letter from Mr C. Harwood, re royalty on gravel, was referredto the legal and finance committee. The legal and finance committee reported:—Re leasing lands (per Mr C. L. MacDiarmid’s letter), the committee has no recommendation to rnke; that sections 355-363 be put up for a further term of 14 years in terms of Hamilton Domins Empowering Act, 1894, at upset rental of 5 per cent, on unimproved value; that al! uniet inside sections be re-offered for 14 years on a 5 per cent, basis. — Adopted and approved.

It was decided to have the lake grounds disced, and also to provide a receptacle for rubbish at the lake, and to have notices printed, re lighting fires amongst the trees. Two small accounts were passed for payment.
