Upon all Lands and Buildings to which Water can be, but is not, supplied, within 100 yards of any part of the waterworks, a rate of one-half the rates above mentioned. Upon all Buildings used as stores or waiehouses, or for any other purposes than as dwelling-houses, a rate of one-half the rates above mentioned. Provided that when the supply to such building is wholly paid for by meter this r.-.te shall NOT be levied.
