London, September IC. EEUTER's Sofia correspondent Bays Bulgaria's Note was dictated probably less by alarming reports of wholesale massacres than by the Powers' continued apathy. She waited hopefully until the eleventh hour, expecting that the Powers would show some intention of intervening. This correspondent adds that the Note emphasises Bulgaria's attitude of self-defence and tho intention not to be taken by surprise. Sofia. September 16. Austria and Russia have protested agairßt the horrible excesses of the Turkish troops, especially the Albanians in the vilayets of Mouastir and Adrianople. In consequence some Albanians have been recalled and seDt to their homes. Advices from Burgas state that Turkish have begun a general massacre at Losengrad. Advices from Uskub state that an insurgent band, numbering 450, has been annihilated near Ishtib.
