RUSSIAN FOECE AT PORT ARTHUR. REINFORCEMENTS ARRIVINGPekin, July 10. There are 30,000 troops at Port Arthur, and 16,000 more are expected. The conference at Port Arthur includes the Governor of Vladivostok, the Russian agents in Corea, the railway and steamship officials, and a group of «t. Petersburg financiers, lbe chief question discussed is the consolidation of the Far Eastern possessions under the control of a Gover-nor-General. The Russian Mining and Lumber Company, wbich is nractically a Government institution, controls the timber concessions in the Yalu district, and is introducing tramways and electric light at Newchwang, Mukden, and Harbin.
~,, . , Pe kin. July 13. At the instance of the Freuch Consul, the leader of the Yunnan rebellion submitted, pleading local coercion. The Consul submitted the plea, -out the leader was beheaded notwithstanding.
