SOMALILAND. London, Febiuarj o. News has been received that the Italian authorities have arrested the Sheik Yusef at Obbia, and are convening him to Aden. Th« difficulties of transport from Obbia experienced by the Somaliland expedition are now overcome. 'I he Boer contingent is proving a useful help. FNGLAND AND RUSSIA. St. Petersburg, February 6. The newspaper Novoe Vremya says the despatch of a strongly-escorted British * Commission to Sistan, a region on the Persian-Afghanistan borders, will prove fatal to Russian prestige unless the Czar sends a Commission.
