LEGISLATIVE COUNCIL. • YESTERDAY. The Council met at 2.110 p.m. DAILY HANSARD. It was decided that the Reporting,, Debates and Printing Committee take into consideration the advisableness of issuing a daily Hansard next session. FIRST READINGS. The Foreign Insurance Companies Act Ameudment Bill, Manual and Technical Instruction Bill, Private and Industrial Schools Regulation Bills were read a first time. AMENDMENTS AGBEKD TO. The amendments .by the House of Representatives in the Hospitals and Charitable Aid Beards and the Sale of Poison Amendment Bills were agreed to. The recommendations of the conference of managers from both Bouses on the Imprisonment for Debt Limitation Bill were agreed to by 9A votes to 7. TRADING STAMPS. Mr W, Walker moved the third readiug of the Trading Stamps Abolition Bill. Mr Lee-Smith moved the recommittal to rc-consider Clause 3. Agreed to on the voices. In committee Col. Pitt moved that " money or " be deleted from the definition of trading stamp. Agreed to, thus making coupons entitling the holder to receive cash exempt from the operation of the Act. Progress was reported and leave obtained to sit again. MUNICIPAL CORPORATIONS BILL. Mr W. Walker moved tlVe third reading of the Municipal Corporations Bill, and referred to the amount of work done by Co!. Pitt and the Select Committee on the Bill. i Mr Rigß moved the recommittal of the * Bill to add a clause allowing the Council to serve a notice upon gas companies and summarily take over works pa.ying compensation therefor. Other amendments were proposed, but the motion to recommit was lost by 16 to 11. The Bill was read a third time and passed. THIRD READING. The Laud and Income Assesment Bill was read a third time and passed. PACIFIC cable. The Pacific Cable Bill was read a second time. electoral amendment bill. The debate on the second reading of the Electoral Act Amendment Bill was I adjourned to Tuesday. CONCILIATION AND ARBITRATION. The Labour Bill Committee's report on the Industrial Conciliation and Arbitration Bill was laid on the table, and the Council adjourned at 5 p.m. to Tnes- t -' day. HOUSE OP REPRESENTATIVES. YESTERDAY. The House met at 2.30 p.m. PUBLIC WORKS ESTIMATES. Mr Hall-Jones moved that the House go into Committee of Supply on the Public Works Estimates. Mr Guinness was sorry the Government had not come before the House witii a policy of more vigorous prosecution of public works. Mr Pirani referred to the expenditure on that white elephant, the Midland railway, and urged more consideration to such works as the Manawatu bridge. Messrs A. L. D. Eraser, Ward, Capt. Russell, Smith, Herrics, Laurenson and Bollard spoke. Mr Seddou said the preasurc for expenditure on public works would necessitate a large loan, to which he strongly objected. After a debate, iu which Messrs J. W. Thomson, Hornsby, McGnire, Bennett, Symes, Hogg, W. Eraser, T. McKeuzie, Tang, Monk, O'Meara, Wilford, Napier, Field, Ell and Hall took part, Mr HallJones replied and the motion to go into Committee of Supply was carried. The first two items, Public Works Department, £2OO, and Public Works Departmental, £12,485, were passed unaltered. Progress was reported and the House rose at 3 25 a.m.
