THE SIEGE O.F MAFEKING.. CREATION OF NEW BATTERIES AND 14 REGIMENTS. REORGANISATION OP TRANSPORT SERVICE. INCREASE IN ARMY MEDICAL SERVICE. (Received October S, 9 a.m.) \ London, October 7. General Powell declares that the garrison at Mafeking might have slipped away from the town at any time, but ho situjjly adhered to his instructions, which were to draw the Boers off tho British colonies of Rhodesia and Beohuamilaud. It is officially stated .that the War Office is about to create 76 new batteries of artillery aud M new regiments. The War Office is also reorganising the transport service and largely increasing the army service corps and army medical service.
