PUNISHMENT OP THE INSTIGATORS. GERMANY ACCEPTS THE EMPEROR'S EDICT. THE OTHER POWERS FAVOURABLE. FIRST STEP TOWARDS RE-ES-TABLISHMENT OF ORDER. (Received October 6, 10.10 a.m.) Beblin, October 5. It is officially announced that Germany accepts the Emperor's edict, foreshadowing the punishment of the leaders as a first step towards the reestablishment of order in China, and asks that the Allies inquire into the sufficiency and correctness of the list of offenders, and arrange, for the execution penalties. America adheres to Germany's decision. The other Powers are favourable. TONGKU - TIENTSIN - PEKIN RAILWAY. BRITISH CONTROL TO BE RESTORED. (Received October 8, 1 a.m.) London, October 7. Germany has taken over from Russia the Tongku-Tientsin-Pekiu railway, and promised to restore British control.
