It is officially announced that in accordance with General Waldersee's instructions the Allied Admirals decided to seize Shanhaikwan. The British warships sent a demand to surrender the town, and the Chinese evacuating, the British flag was hoisted. Other flagships of the Allied fleet then entered the port. The respective Allied flags were hoisted. Renewed preparations are being made for an expedition to Paotingfu. M. Degiers has informed his colleas gues that his Government with the other Powers had agreed in the principle to withdraw from Pekin and negotiate at Tientsin. The other legations assert that they have not received such instructions, and that no officials responsible» for the recent massacres have yet been punished.
