WAIKATO FARMERS' CLUB.

PROPOSED RULES. The following ire the proposed rules of the VVaikato Farmers' Club. They will probably be considered at the meeting on Monday next ; TITLE. 1. The name of the Association shall bo "The Waikato Fanners' Club," and its central office shall be in Cambridge. OBJECTS. 2. The principles aud objects of the Club arc the fostering and advancement of agricultural and pastoral interests. MEMBERSHIP AND FEES. o. Farmers and all others interested in agriculture shall be eligible for membership upon payment of an annual fee of five shillings (ss) to the Treasurer of the Club. If more than one farmer, residing in one liousr, desire membership, the annual fee for such additional members shall be 2s 6d each. ELUTION OF MEMBERS. 4. Intending members may be elected at any ordinary meeting of the Club by the votes of the majority of the members then present. CONSTITUTION OF CLUB. 5. The Club shall consist of President, vice-President and an executive of live members, together with the Chairman and vice-Chairman of all branches formed in connection with the Club. - 6. The appointment of General Secretary and Treasurer shall be made at the annual general meeting of the Club. BRANCHES. 7. With the consent of the Club, branches may be formed, whose transactions shall all be in accordance with, and subject to the rules of the Club ; they shall appoint a Chainnau, vice-Chairmau and Committee, including honorary secretary. The Chairman and viceChairman shall, by virtue of their, office be members of the general executive. In the event of such officers not being able to attend any meeting of the executive, they shall be authorised to appoint in writing accredited substitutes, who shall represent them at such meetings. Such branches shall be integral parts of the Club. Branch Secretary may collect and transmit fees to the Treasurer, and shall arrange their disbursements with the general secretary, acting under the instructions of the executive. ELECTION OF OFFICERS. 8. Nomination of the President and Vice-President shall be made in writing, signed by two members of the Club, and shall be in the hands of the Secretary three weeks before the election ; the consent of the nominees to be obtained before nomination. On receipt of such nominations the Secretary shall notify the branches of the Club of the same, and the vote of the members of the branches shall be taken and the results forwarded to the General Secretary not lass than three days before the annual meeting. In the event of no nominations for the offices of President and Vice-Pre-sident being received, the electiou shall be made at the annual meeting. EXECUTIVE. 0. The Executive shall be composed of five members, one of which shall be the retiring President, and shall be elected at the annual meeting either on the voices, or by show of hands, or by ballot, if more than four other members are proposed. EXTRAORDINARY VACANCY. 10. In the event of an extraordinary vacancy in the Presidency occurring, the Vice-President may be President for the remainder of the term, and an acting Vice-President shall be appointed. BRANCH MEETINGS. 11. The annual meetings of the branch _ clubs shall be held in the month of June, and the Hon. Secretary of each branch shall forward a yearly report of finance to the general secretary not less than fourteen days previous to the annual general meeting, for inclusion in the annual report and balance-sheet. The President shall be ex officio a member of the committee of each branch. OBDINARY MEETINGS. 12. Tho ordinary meetings of the central Club shall be held at 7.30 p.m., in Cambridge, on every Monday nearest the full moon, five members to form a quorum. MEETINO OF THE EXECUTIVE. 13. The Executive shall meet usually on the second Saturday prior to the monthly meeting of the central Club, four members to form a quorum, for the transaction of tho Club ? s business, and for the discussion of new business for the regular monthly meeting, and for the disposal of other business, either of urgent or minor importance, and shall be empowered to appoint delegates for special objects If any question shall arise that presents difricalties which the Executive do not see their way to deal with, it shall be referred to the Club for a plebicite vote. QUESTIONS REFEURED TO EXECUTIVE. 14. At ordinary business meetings the mover and seconder of any question that is referred to the executive shall be members of the executive for the special purpose of discussing the merits of such question. Five to form a quorum. GENERAL BUSINESS. 15. The central club shall keep the register of members, deal with finance, and undertake.jjthiough its secretary, the office work, including any spesial business from the branches. No extraordinary business shall be transacted at an ordinary meeting unless such business shall have been adjourned from a previous meeting. The chairman of any ordinary meeting shall decide what is extraordinary business. POLITICS. 16. There shall be no discussion of party politics, but the club may take into consideration eiich legislation as might affect farming interests. DISPOSAL OE FUNDS. 17. All moneys received by the club shall be devoted to the payment of working expenses, and any surplus thereafter shall be dealt with in such a manner as the club may direct. ANNUAL MEETINGS. IS, The annual meetings of the Club shall be held in the month of July in each year, when a report and balancesheet (duly audited) shall be submitted, aud the officers elected for the ensuing year shall be declared. INSTALLATION OF PRESIDENT, ETC. 19. At the first meeting after the annual meeting the installation of the newly-elected President shall take place, when the retiring President !;hu.ll give a ' resume of the past year's work, and the President-elect shall outline to some extent the business for the coming year. A social gathering may also be held, at which tho families of members may be present, and the executive shall appoint a committee to arrange a suitable programme of entertainment. ALTERATION OF RULES. 20. Any alteration or amendment of rules shall be referred to the executive, who shall report with recommendations. 21.
