It is officially announced that Lord Roberts has succeeded Lord Wolsely as Commander-in-Chief. The newspapers declaro that the nation will hail" the birthday gift with expressions of- confidence and satisfaction, and the whole army with a sense of delight. There are indications that Lord Kitchener will assist in the ro-organi-sation of the army.
