Lord Salisbury, speaking at the United Service Club, said that apart from the great sorrow over the Spanish - American war, the world politically looked smiling enough. British interests everywhere showed signs of growing prosperity. Under all circumstanoes, he said, British treaty rights in China would be maintained. He hoped to convince China that her best safeguard was to accept British aid in her reforms and the development of her resources.
