OTHER NATIONS ADVISED. STEP TOWARDS EXTENDED ACCORD. (Received Friday, .10.20 p.m.) LONDON, July 31. “The Times” naval correspondent says England and Russia have reached a naval agreement on the lines of the London Treaty. The terms of it have been communicated to France, America, Italy, Germany, Poland and Japan. The understanding should facilitate a similar Anglo-German agreement, for , which negotiations have been progressing for months. It may also remove some of Japan's hesitation in conforming to the new Treaty of London and thus be an important step towards brihging about an agreement among the principal Naval Powers regarding qualitative limitation, thereby easing the burden of armaments throughput the world.
