PROPOSED PROCLAMATION OF SOVIET REPUBLIC. SEIZURE OF FOREIGN PROPERTY ALLEGED. (Received Thursday, 7.35 p.m.) LONDON, July 30. “The British Foreign Office and the United States State Department are inquiring into reports that British and American property have been confiscated by Communists controlling Barcelona,” says the “Daily Telegraph.” It is understood that the Ford and General Motors factories have been taken over by workers’ soviets. An unconfirmed report says that Britishowned banks were also confiscated. The “Daily Mail” says Moscow is plotting to use the civil war in Spain to bring about the creation of a Spanish Soviet Republic. The “Mail” adds that this was revealed when a Commintern announcer, in a Spanish broadcast from Moscow, said:—
“Victory must not be frittered away by fraternising with the Bourgeoise. Now Is the right time to proclaim ‘All power to the Soviets.’ Existing Soviets in factories, mines, workshops and railways must be increased by the militia, Air Force and Navy. Soviet delegates should be elected to hold a first congress and proclaim a Soviet Republic.” (A late message states that the Spanish Government emphatically denies that it has confiscated Industries and occupied churches).
