CHOICE BY JUDGES.
NEW SYSTEM OF GOVERNMENT. "CHANGE BOUND TO COME." SYDNEY, June 17. Describing the present Parliamentary Government as being carried on by "a lot of nondescripts pulling the strings in the background," Mr. C. J. Cerutty, former Commonwealth Audi-tor-General, sugested a new system of government, his idea being that Judges of the High Court and the Supreme Court should be empowered to appoint the Government of Australia, this to comprise 20 w’ell-paid members drawn from all sections of the people. He also suggested that State political boundaries be abolished. "Although democracy was conceived on a high plane theoretically," Mr. Cerutty added, "it has descended in practice to such depths of degeneracy and corruption that some change seems bound to come."
