PROPOSALS FOR THE DEFENCE OF PHILIPPINES. ’PLANES ANU HIGH SPEED GUNBOATS. PLANS FOR CONSCRIPT ARMY. (Received Sunday, 6.30 p.m.) MANILA, May 30. General McArthur, who is directing the formation of the Philippine defence organisation declared that the creation of a fleet of fifty to a hundred small but high speed gunboats was envisaged to make the island ‘ ‘ invasion proof. ’ ’ Supplementing the sea force he hopes to acquire 250 aeroplanes and build up a small conscript army that by 1945, when independence is complete, will have reserve strength of at least 400,000 men. Explaining that the programme must be carried out on a budget of only 8,000,000 dollar annually, General McArthur predicted that eventually it “would take half a million men three years’ time and ten thousand million dollars in money to invade the Philippines successfully.”
