OLIVE BRANCH TO JAPAN.
CHINESE MINSTER URGES DISCUSSIONS. MOVE FOR READJUSTMENT OF RELATIONS. FRIENDSHIP AN IMMEDIATE NECESSITY. NANKING, May 25. He emphasised that China had never contemplated political alliances, and was not attempting to play off distant Powers against neighbours. Friendship between China and Japan was an immediate necessity, and a simple move by Japan would end smuggling, which was threatening the foundation of the Chinese economic structure.
