DAIRY PROBLEMS

INQUIRY BY COMMISSION. ORTYRR OF REFERENCEREPORT TO BE MADE IN SIX WEEKS. WELLINGTON, May 3. A complete investigation of the problems confronting the dairying industry is provided for in the Order of Reference which has been } prepared for the guidance of the Royal Commission recently api pointed by the Government to carry out the examination. The Order of Reference was made available for publication to-day by the Prime Minister (the Rt. Hon. G. W. Forbes). The Commission is to 11 inquire into Bad report upon the condition of the idairy industry in New Zealand and jupon all such matters incidental or relevant thereto as it may think proper, jwith a view to the enactment by the General Assembly of" New Zealand of such further legislation in relation to the said industry as will best promote the interests of the persons engaged therein and the general economic welfare of New Zealand; and, in particular font without limiting the generality of the foregoing authority, to inquire into and report upon the following matters, namely:— 1. The existing relationship >betweeh (the production of dairy produce in New Zealand and the demand for Tench produce in New Zealand or in existing overseas markets. 2. The practicability of extending existing markets and of establishing new markets. 3. The desirability or otherwise of varying the proportions existing between the different classes of manufactured dairy produce produced for local or for overseas markets. 4. The economic practicability ■ of the utilisation of raw dairy products for purposes other than' the manufacture of butter or cheese. 5. The desirability or otherwise of reducing the total output of dairy produce by the utilisation for other purposes of lands .that are now being used or are intended to he used for Idairy farming. 6. The methods generally followed in the industry in the production of raw products or of manufactured products, and any practicable improvements of those methods or any Bf them that could be adopted with Advantage. 7. The sufficiency or otherwise of )the monetary returns for the use of teapital or labour received by persons Directly or indirectly engaged in the industry.

8. The manner in which charges on Wie proceeds of the industry can best Joe reduced,, having regard to the interests of aairy farmers and of workers engaged in the industry in the production of raw products, of persons engaged in the manufacture of dairy produce, and of persons having teapitjg invested by way of mortgage or in the industry or in any enterprise associated with the inclustry.
