DECLINING BIRTH RATE.
FIGURES FOR PAST YEAR. ENGLAND AND WALES. LONDON, March 12. England and Wales recorded the lowest birth rate for the fifth successive year. There were 580,850 live births and 496,550 deaths, giving an increase of population of 94,300. The annual birth rate was 12.8 and the death rate 12 per 1000.
