SHIPPING SUBSIDIES
NEW PROGRAMME APPROVED BY ROOSEVELT. THREE FORMS OF DIRECT ASSISTANCE. CO-ORDINATION WITH TRADE TREATIES. (Received Tuesday, 5.5 p.m.) WASHINGTON, March 12. According to reports in official circles, President Roosevelt has tentatively approved a ilew programme for subsidising the merchant marine, submitted to him by the Secretary of Commerce, Mr. Daniel Roper. It will probably be submitted to the current session of Congress for enactment. Mr. Roper indicated that the new plans discard the subsidies disguised as ocean mail contracts and provide for three forms of direct financial assistance, with due consideration to such factors as defence requirements, trade policies and industrial and agricultural needs. The three types of subsidies contemplated consist of aid in shipbuilding, maintenance subsidies, and “ trade development subsidies,” which would finance shipping in co-ordination with any trade treaties negotiated
