_ ♦ Ld - Proposed Emergency . IB,:’. *’“ Wers - | ACCORDING TO SIR STAFFORD CRIPPS. PARLIAMENT TO BE SET ASIDE. CONFLICT AND CONVULSION. LONDON, August 28. Civil war and a dictatorship following the election of a Socialist Government are startling possibilities envisaged by Sir Stafford Cripps in a symposium of the views of Labour leaders, entitled “Problems of Socialist Government.” He declares that the first task of a Socialist Gpvewiment would be to pass an Emergency Powers Bill, empowering Cabinet to establish Socialism without consulting Parliament. Sir Stafford Cripps foresees that the measure would not pass the House of Lords and the Crown, and if the Government decided to continue in power unconstitutionally, the upshot would be conflict with the Crown, the House of Lords, and the Judiciary, throwing the country into a convulsion, leading to a capitalist uprising which would have to be quelled by force. Sir Stafford Cripps, in a letter, denies that he approves of a dictatorship as a method of introducing Socialism. “The Times” in an editorial, retorts that the methods are indistinguishable.—(“Times” Cable).
