MR. MACDONALD TO VISIT WASHINGTON. TOK HEART-TO-HEART TALK WITH MR. ROOSEVELT. EFFORT TO AVERT DEADLOCK. WASHINGTON, April 5. President Roosevelt issued a statement on Wednesday expressing a hope that Mr. Ramsay MacDonald could visit him here to confer on world economic and arms questions. SAILING NEXT WEEK GREAT ISSUES AT STAKE. LONDON, April 5. Mr. MacDonald sails by the Borengaria on April 15. The ’‘Daily Telegraph” understands that the decision to visit President Roosevelt is the outcome of'a further disappointing talk with Mr. Norman Davis on Monday, and even more disappointing reports' from Washington regarding the June war-debt instalment. Mr. MacDonald holds that a heart-to-heart talk with the President is the most practical method of preventing a deadlock on war debts, which might easily jeopardise the Economic Conference.
