FREE STATE REPAYMENT PLAN. (Received Wednesday, 7 p.m.) LONDON, December 21. The Irish Free State announces a plan for the repayment of the balance of the American loan of a million sterling, raised during the troubles of 1918-20, by paying 1} dollars for every dollar subscribed, loss the amount already paid. A Bill is being introduced in the Dail.
