SUPPORT FROM UNITED LEFT PARTIES. CHAMBER’S DEBTS DECISION TO STAND. NEGOTIATIONS TO BE OPENED WITH AMERICA. PARIS, December 18. M. Paul Boncour had a lengthy conference with the Socialists and decided that their conditions for participating in the Cabinet were too far-reaching. M. Boncour is accordingly attempting to form a United Left Ministry. M. Herriot has promised his support outside the Government. It is understood that M. Boneour believes that the Chamber's debts decision stands, necessitating that the new Ministry immediately open negotiations with America. PERSONNEL OF MINISTRY. PARIS, December 18. Painleve; Navy, M. Leygues; Mercantile Marine, M. Meyer; Agriculture, M. Queuille; Pensions, M. Miellet; Education, M. Dcmonzie; Colonies, M. Sarraut; Labour, M. Dalimier; Health, M. Twelve of the seventeen new Ministers were members of M. Herriot’s Government. M. Boncour’s appointment as Minister of Foreign Affairs ensures the continuity of M. Herriot's policy. The most remarkable appointment is that of M. Cheron to the Finance portfolio, as the Socialists doubtless consider him an over-orthodox, though reputedly clever financier. M. Bonccur sent his affectionate respects to M.
