UNEMPLOYMENT.
PROPOSALS OF A GERMAN COMMISSION. REDUCING WORKING HOURS. (Received Monday, 7.45 p.m;) BERLIN, April 5. A special commission appointed to report on the possibility of reducing unemployment, recommends the stoppage of long working hours with overtime and the restriction, of working hours in certain trades to forty per week, refusal of permission to officials to earn money in outside occupations and inducements ' to married women and officials to resign their positions.
