RUGBY MANAGEMENT.

The objection of the Scottish Rugby Union to have anything to do with the New Zealand All Black tour is based apparently, not on the suggestion of professionalism at all, but on the belief that the tour should be arranged by the International Board and not by the English Rugby Union. The Scottish Union says emphatically that it has no quarrel with New Zealand Union, but that it was agreed after the All Black tour of 1905 that oversea tours should be managed by the International Board. Instead of this being done, the English Union seems to have gone ahead and arranged the tour and merely allocated two matches to Scotland. Scotland is not alone in thinking that this is the wrong .way to do things. The management of international Rugby by the English Union alone is wrong in principle.
