IN SOUTH AFRICA. GENERAL HERTZOG’S POLICY. (Press Association—Copyright.) Capetown? May 4.—General Hertzog, declaring his general election policy in his constituency at Smithfield, started with a vehement criticism of General Smuts, particularly oi the Premier’s activities during the Rand revolution. He emphasised the Government’s extravagance regarding the Great War and land settlement, and declared that if the Nationalists carried on the form of Government their first point would bfi agricultural development; secondly, the protection of their own industries; thirdly, a thoroughly comprehensive attempt to solve the problem of unemployment; fourthly, the creation af a new portions of Labour; fifthly, the solution of the native question. Regarding the native problem, equal cai*e would be taken for the development and existence of the native within his territory. General Hertzog also supported a revision of the system of taxation.
