WHAT IS IT? REFEREES SMELL A RAT! The Rugby referees don’t know what “loose head” is says the “Manawatu Daily Tinies,” but they don’t like it, anyway! A circular letter was received by the Rugby Referees Association from the English Rugby Football Union, dealing with the enforcement by referees of penalties in general and penalties against obstruction, interference and “loose head” in particular.
