ANTI-SHOUTING.
A.<, no* mention of "anti-shouting" is made in the War Regulations Continuance Bill, which was introduced in the House of Representatives on Tuesday, this absurd regulation will automatically disappear as soon as the Bill is passed. The attempt to prevent "shouting," or "treating," by regulation has proved an absolute failure. Xo serious effort to enforce the regulation was made, and ultimately it was regarded with open contempt. The system of "shouting" has undoubtedly grown to serious proportions in recent years, but it will never be eliminated by Act of Parliament or by regulation. So long as money is plentiful, it will continue to flourish. When the financial shoe begins to pinch—as it will inevitably do sooner or later—the excessive hospitality that is at present indulged in will not be quite so pronounced. A regulation that cannot be enforced, and that is respected by nobody, is a reproach upon the Legislature by which it is enacted.
