Lord Robert Cecil stated that only an early ratification of poaco would relieve tho European tension. He regretted that tho Government waa apathetic towards tho League of Nations. There was no indication that the Government was determined to mako tho League a buccosb. Mr. ,T. R. Clynes said tho people word athirat for information. Foreign negotiations must not bo treated as during war-time.
