A warrant has been issued for the arrest of Ludwig Martens, a Soviet Ambassador, charging him with contempt of the Legislative Committee, which is investigating the Radical activities. The contempt proceedings arose as a result of hfs refusal to appear before the Legislative Commit ee and to disclose his communications with Wie Soviet Government.
