GERMAN COLONIES.
A memorandum' has been addressed to the German Reichstag in which it u declared that if the 'German Government consents to the Germans withdrawing their flag from the Pacific Ocean, German world activity will be irreparably restricted. Of, 'course it will. But, unhappily for the Teutnoic dreamers the Hag has been already withdrawn for over three years, and there does not appear to be amy immediate prospect of its being reinstated. The Southern Hemisphere has had oue experience of German activity. It is not looking for another.
