NIIW YORK, Feb, <l, The Government seizure of Hugo Schmidt's secret papers reveals the fact that Germany has frustrated the British blockade by sending'hundreds of agents to enemy countries to establish banks aiid buy raw material. The agents have purchased United States cotton, British South Africa's wool, and India's jute. The papers show that Germany has bought a million dollars worth of materials from unsuspecting Americana, Britishers, Italians and Scandinavians. •
