Herr Von Haase, speaking in the Reichstag, revealed the fact that when Dr. Michaelis was Chancellor ho sent memorandum to Austria stating that only when England was beaten on the seas would a free way be opened. The south-east of Germany, lie said, required territory for trade, and colonies, and they must secure the Longwy and Briez areas.
