F. .Mas soy, in an interview with the "Pall Hall Gazette," strongly urges the summoning of an Imperial Conference at tho earliest possible moment, for the sole purpose of considering the consolidation of the Empire. He has no ambitious projects for the creation of an Imperial Parliament. However attractive such a scheme may be to an enthusiast he thinks it premature. A .much less pretentious structure would imeet the present requirements. The creation of an JtJmpire Council, with] Jrxecutive power to deal with certain practical questions, would he a great step.
